My present research efforts center on American education policy, federalism, and the factors that contribute to policy change. I'll update this page often to reflect new projects and papers as they become available. I would be glad to hear from you if you are interested in or have a question about any of the work that is listed below.

And for those of you who enjoy the nation's pastime and American government, be sure to take a few cuts at Oyez Baseball and Presidential Baseball, both products of past collaborations with Jerry Goldman. We hope to launch Congressional Baseball in 2004.
